On April 6, Prime Minister of Armenia Andranik Markaryan has not only confirmed the contract with “GazProm” to sell the Hrazdan electricity station’s 5th energy block in exchange for the gas price, but has also decided to sell yet other state property. Based on that decision:
“The total surface area of the buildings and constructions-6151 square meters-on 18 Arshakunyats street in Yerevan, belonging to the “YerevanTrans” joint-stock company, will be sold to the “Jermuk Group” joint-stock company. The 18,475 square meters surface area land near the buildings and constructions, which has been registered at the cadastre, will also be sold to the company.”
The owner of “Jermuk Group”, National Assembly MP and Republican Ashot Arsenyan, has been allowed to purchase lands and areas for several times less than the market price.
The Prime Minister has also permitted the sale of 260 square meters construction near the abovementioned address (foundry), which will simply be alienated to renter Ishkhan Bunarjanyan for 7 million AMD.
“Sell the 2430 square meters of land pertaining to the renter for a price registered at the cadastre.”
A couple of days ago, the President of Armenia Robert Kocharyan had met with head of the cadastre state committee Manuk Vardanyan and had ordered him to sell the property through an auction. It’s obvious that this order must havec called the attention of the Prime Minister, the mayor of Yerevan and other state officials. But it seems as though the Prime Minister hasn’t paid much attention and is going along with selling the abovementioned buildings and lands, moreover, not at a market price, but at the cadastre price. This is ten times less than that of the market price. The Armenian government has also made these kinds of decisions last year. Let’s bring up two examples.
Last year, based on the 1693-N resolution, the government had permitted the State Property Management Department to simply alienate 97 square meters of the building located on 20 Vagharshian street located in the Arabkir community to the “New Arabkir” corporation, which had been told beforehand. In fact, the organization evaluating the price set it at 2,478,738 AMD. The direct real estate price has been fixed at 865,000 AMD (approximately 2000 dollars).
Once again last year, with the government resolution, the State Property Management Department has simply sold 2851.76 square meters land belonging to the Ministry of Economy of Finances to the Institute of Economy and Management. The area is located in the Zeytun community in the basement, second, fifth and sixth floors of the building on 31 K. Ulnetsi street.
