The report of the Karabakh public prosecutor’s office

The new general prosecutor, Armen Zalinyan, is not satisfied with their work on teenagers. The report states that in 2005 the public prosecutors office organized 12 investigations (the number of investigations in 2004 was 14) and found 7 violations of the law, as well as instituted legal proceedings connected with one of these cases.

“Public prosecutor officers don’t do their work connected with teenagers in a duly manner. These investigations didn’t bear formal character in spite of the fact that the crimes committed by teenagers are often now, states the report.

If the number of crimes committed by 56 teenagers in 2004 covered 67, in 2005 the number of crimes on the part of 22 teenagers covered 26.

According to the existing information 51 teenagers out of the 81 have been involved in crime before too. During the meeting the deputy general prosecutor said that they had also done works to reimburse the losses of the government as a result of crimes. As a result of these activities they confiscated 30 million dram from 50 criminals.

According to their information in 2005 the public prosecutor’s office department of protecting the state interests conducted 169 investigations (in 2004 there were 115 investigations), as a result of which they found out that there were 399 cases of crimes having to do with state property (in 2004 this number covered 403). They have instituted legal proceedings connected with these cases on the basis of the law, as a result of which they returned 42 million dram and over $1000 to the state budget as compensation for the losses. Besides that they have also applied to court and brought 127 cases to compensate state losses, 114 cases out of which were proceeded by the court and 247 million dram was returned to the state budget, and 11 more cases are still under the consideration of the court (61 million dram).

In 2005 the public prosecutor’s office of Karabakh received 359 applications and complaints from citizens, in case when this mark covered 403 in 2004. Most of these applications concern court decisions and criminal investigations.

The number of criminal cases registered in the territory of Karabakh in 2005 covered 538, in case when it was 518 in 2004. The public prosecutor’s office report states that the numbers show that the number of criminal cases have increased by 20, 16 out of which were made in 2004, but registered in 2005. In 2005 the number of criminal cases dangerous for life and health increased for 21, and the number of criminal cases connected with private property decreased for 37.

18 criminal cases out of these 538 were not discovered, in case when this number covered 32 in 2004.

The number of crimes has decreased by 19 in Stepanakert city, 8 – in Martuni region, 2 – in Askeran region. The number of criminal cases in Martakert region has increased by 12,7%, in Kashatagh region – 47%.
