Do they declare war?

Yesterday the first commander of Karabagh army Arkadi Karapetyan, Chairman of the Military Council of “Tigran Mets” regiment Khachatur Galstyan, former commander of Shushi army Zhirayr Sefilyan and a number of other commanders sent an open letter, by which they were asking the RA Government to cease the Armenian-Azerbaijani negotiations. “It’s not fair that the Armenian government conducts negotiations with Azeris and keeps the outcome secret, they give promises and obligations on behalf of the people and the people don’t know anything about that. Moreover, what they are proposing is not acceptable at all. We do not trust the negotiators any more,” reads the letter. “It is true that Yerevan is to blame for Stepanakert not negotiating with Baku. However, today we do not accept the involvement of Stepanakert either. It will be possible to continue negotiations only when Azerbaijan stops its hysteric announcements about Armenia, accepts the status of Karabagh as well as the fact of deporting the Azerbaijani-Armenians by cruel methods and violence. Only after that it would make sense for Stepanakert to be involved in negotiations.” According to the authors of the letter there is no “international resolution” of the conflict of Karabagh. “The international resolution for Armenians is nothing but giving the territories back to the enemy, lack of security warranties and mediation of foreigners in the affairs of the region. The Armenian soldier is not afraid of war and especially the soldiers are not afraid of senseless threats no matter where they come from… The militancy of Azerbaijan is for show only. They perfectly know that Azerbaijan still has certain Armenian territories and in case war starts Armenians may emancipate those as well. No matter how often the residents of Yerevan show their hatred to a few Karabagh politicians in Yerevan we are still the same and we will unite and be decisive if there is need for that. We will be able to counterattack the enemy. We have one body, one soul, one fist, which we are willing to use to punish anyone that would dare to threaten our security.”
