Nowadays many are talking about the issue of international peacekeeping troops’ allocation in Karabakh. Of course there are different approaches to this issue. Recently the NA group representatives expressed a negative approach to this issue in their interview given to the national TV channel of Karabakh.
According to the “democracy” group head, Vahram Atanesyan the best guarantee of the security of Karabakh, its territorial integrity and the people is the army of Karabakh. According to him the presence of the international powers there may be a reason for some activities on the part of one of the conflicting parties. Even more, the presence of the international powers can’t bring to any positive results when the international forces have special attention to the direct neighbor of Karabakh: Iran. According to Mr. Atanesyan the misbalance of powers in the region may lead to unexpected results.
According to the “ARF-88” political group representative, Armen Sargsyan, the allocation of international powers can be looked at by two factors: either there are military developments in the region which must be stopped, or a contract has already been made and in order to make that a reality they have to allocate international powers here. According to him in this case these two factors are missing. So why do the troops have to be allocated? According to Armen Sargsyan, the site where the troops are allocated is important: in between the contact lines or somewhere else.
The head of the “Motherland” parliamentary group, Arthur Tovmasyan thinks that the allocation of the troops is conditioned by oil factors. The strongest countries of the world want to provide the security of the oil productions and that is why they are interested in making peace in the region. But according to Mr. Tovmasyan Karabakh mustn’t let them do this by harming their interests. According to him these interests are territorial integrity of Artsakh valley in Karabakh: “To give these territories back means to start a war. Only the protection of the territorial integrity of these territories and the adoption of this clause in the Constitution can provide peace. And it is very strange that the only side speaking about such compromises is Armenia”. According to Vahram Atanesyan it is not logical both from the human and political points to speak about returning these territories.
But in spite of all these ideas, according to all the parliamentary group representatives, to make compromises doesn’t mean to give territories or to allocate international troops in Karabakh. According to them, all compromises must be made only if the people are secured.
As the head of the “democracy” group said, they are going to organize discussions on the Karabakh issue in the parliament and discuss the approaches of large groups on the Karabakh issue.
