This year we decided to find out whether Mr. Alamdar continues to do what he used to do or whether he has changed his business behavior. But alas it turned out that nothing has changed. We were particularly interested in his relations with “Hay-Jrmoughkoyughi” (Armenian water supplying and sewage company) company and found out that nothing had changed here either.
It is worth to mention that in 2004, the “Shahab Tejarat Aras Commercial” company bought 4621,27 tons of metallic tubes for 334.667.860 drams. The company paid 195.695.132 drams upon buying and as of November 29, 2004 they had an outstanding debt to “Hay-jrmough” summing up to 138.667.132 dram. On February 4, 2005, the General Director of “Hay-Jrmoughkoyughi” company Patrick Loren and the representative for “Shahab Tejarat Aras Commercial” company met and made a timetable for covering this debt within the period of March 14 – August 14. During these five months Mr. Nosratin paid less than one million dram, and after this he didn’t pay anything to the company. By the way, these tubes were sold to this company on the base of # 1350 decision of the government as of October 16, 2003. They mentioned in this decision that these tubes are to be sold to “Shahab Tejarat Aras Commercial” company, which name is fixed in advance. It is a pity that the government didn’t organize any competition to sell these, which are very important to sell for the country goods to a more serious company. Even more, if Armenia doesn’t have any inter-governmental agreement with Iran on mutual legal assistance.
Anyway, it has been more than two years that these tubes were sold to this Iranian company and they are not going to cover their debts. According to our data, now “Hay-Jrmoughkoyughi” is going to appeal to the court, but they don’t have enough money to pay the adequate tax. In order to be able to appeal to the court to demand their money back “Hay-Jrmoughkoyughi” will have to pay a tax to the government equivalent to the 2% of that demanded sum, which covers about 2,6 million dram. The company has applied to the ministry of finance and asked for a document regarding their bad financial situation so as to let them pay this tax later after the judicial process is over, but the ministry didn’t provide such a document.
But it is strange that a big company like “Hay-Jrmoughkoyughi” says that they don’t have 2,6 million drams to start a judicial process, which will bring them 137 million dram. Besides that “Hay-Jrmoughkoyughi” has good chances to bring a mandatory statement against the Iranian company in the court. Maybe the company officials don’t take any actions because they are suspicious of our judicial system, maybe they think that the other party may give them bribe and win the case. It is difficult to say. Besides that it is absurd to say that Mr. Pavriz Nosrati is not able to pay off his debts or has decided not to do so. Mr. Almadari used to have two rather expensive cars in 2005 (a Brabus-Mercedes and a Volkswagen jeep), each of which cost about 50,000 dollars. This means that he has money to pay but doesn’t want to. Even more, before publishing our previous article we had been informed that Mr. Almadari had told his friends that he didn’t have any debts to pay to “Hay-Jrmoughkoyughi” and that he had already paid to whom he had to. It is difficult to say to whom Mr. Almadari paid money. It is worth to mention that people who complained about the illegal activities of this person mentioned in their applications that he was backed by the Vahagn and Vardan Muradyan brothers that worked in the general and city public prosecutor’s offices and that he shared this money with them. Rumor has it that he is in good relations with Manvel Gharibyan too (Shant), whose godfather is the RA general prosecutor Aghvan Hovsepyan.
If “Hay-Jrmoughkoyughi” receives this debt they will pay 20 % VAT to the government. This means that besides these losses of this state-owned company, there will be losses in the budget equal to 27 million dram. Aren’t the corresponding bodies informed about this situation? Isn’t the head of the regional territorial management board Hovik Abrahamyan informed about this either? After all, later on this body would be taken under the control of Hovik Abrahamyan’s field.
It is a pity that the state bodies didn’t pay any attention to the loss of 138 million dram of a state-owned company, which operates on the base of credits, besides that this money could solve the problem of drinking water in several Marzes of Armenia.
