But here there are other problems regarding construction materials too. Most of the newly built schools need to be reconstructed just in a couple of years, so they have to spend more money for the same quality than they could at the beginning. For instance in a short period of time after the school of Shakher village community of Martuni region was built, the sponsors had to invest money again in order to reconstruct the basement of the school building. Unfortunately there are a lot of schools like this in Karabakh. Besides that the school officials don’t follow the fire protection and hygiene rules at schools. As a result of these shortcomings some of the donors don’t trust anyone and control the construction works themselves.
The government of Karabakh still continues to provide money for school construction and reconstruction works. According to the budget draft of 2006 the government of Karabakh is going to provide 581,7 million dram for the educational field (besides building new schools they will also provide 109,1 million dram for school building reconstruction works). They are also going to provide 54 and 45 million dram respectively for the purpose to build schools in Emischan and Taghavard village communities of Martuni. They are going to provide more than 124,9 million dram for the purpose of constructing a new school in Drakhtik village of Hadrut region. Next year they are going to finish the construction works on the school of Eghtsahogh village of Shushi.
They are also going to implement school reconstruction programs in Stepanakert, Askeran, Martuni, Martakert, Hadrut and Shushi regions. According to specialists it is the time to strengthen the control. In spite of the fact that some sponsors control construction works themselves, the government must control the construction works in order to escape from possible further expenses. A lot of people say that there are other reasons for this too. They say that workers buy old construction materials for cheaper prices and use these old materials in these buildings. We talked to a worker and he said: “To tell you frankly we shouldn’t blame workers in this, because the prices set by the government for available construction materials are too high in comparison with the market prices”. According to our information the government is going to revise these prices next year.
