“168-Zham” has asked the director of the “Armenian Railway” CJSC Ararat Khrimyan to clarify certain issues. In particular, the question was on the basis of what principles the “Armenian Railway” operates in different countries, e.g. Ukraine; and whether the money is paid after the transfer is done. “How do the transfer delays affect the expenditures of the “Armenian Railway”? What responsibilities do the “Armenian Railway” and the Ukrainian “Ukrzheleznita” have respectively?” We were also interested whether the Armenian producers had been exporting their products to Ukraine via Armenian railways. If yes, then are the products transferred by the Ukrainian or Armenian wagons. Is there a country at present, which the “Armenian Railway” owes a debt to? And whether that country forbids product importation to Armenia. Yesterday we finally received the answers of the director of the “Armenian Railway” CJSC A. Khrimyan to our questions. According to A. Khrimyan the railway transfers are arranged by inter-governmental agreements and the acting legislation of the given countries. “The transfers are made both by our company and various other soliciting organizations. Besides that, the owner of the load may individually make the transfer. The price of the transfers through the territory of the given state is paid in cash. Financial obligations are originated not only for the transfers made in the territory of the given country but also for the use of the wagons, which belong to the given state. The amount is calculated on the basis of prices defined by the inter-governmental agreements. Furthermore, the amount for the use of wagons is calculated for the period, during which the given state is in the territory of another country. It’s worth mentioning that the overwhelming part of inter-governmental transfers are made in the territory of Ukraine, from where the wagons are moved to Georgia on boats, and from Georgia they arrive in Armenia. In this regard, current and debts and demands are originated toward “Ukrzheleznitsa”, which are paid being in the result of functioning. Notwithstanding the insufficient financial means of our company we do our best to acquit debts and provide secure transfers.”
