According to the data of the national statistic service, in 2005, 3780 million AMD was allotted for construction, which amounts to 42,3% of the total construction. According to the Minister of Urban Development of Karabagh Boris Alaverdyan, in 2005, compared to the same period of the previous year, the volume of capital investment increased 1,6 times. During the first ten months of the current year 900 million of the total amount was spent on construction in the capital city Stepanakert, 210 million in Askeran, 270 million in Martakert, etc. Considerable work was done to restore the buildings that are of great importance to the republic, protection of roads, gasification, and restoration of water pipes.
701 million out of 900 million has already been spent on the construction of apartments. According to the minister in some fields more than planned was spent on construction and volumes of construction in fact exceed what was originally planned. For example, instead of 280 million AMD, which was provided for the construction of the culture field, 320 million AMD was spent during the first 10 months of 2005. The total amount of money spent on construction in January-October, 2005 amounts to total 3,5 billion AMD.
“In Stepanakert the construction of one multi-floor building was conducted in parallel with other buildings. In Martakert a 16 floor apartment building was restored and the roofs of several multi-floor buildings were changed and refreshed. A lot of work was done in schools; new school buildings were constructed. In Stepanakert, the #2 school was completely restored and the new branch of #7 School was built. A lot of attention was also paid to the restoration and renovation of the cultural buildings and monuments of the capital city”, said the minister of urban development. Meanwhile he informed that during 2005 certain work was done to restore the apartments of the families of deceased soldiers. In the framework of this program in 2005 250 million AMD was spent on construction, 120 million AMD was spent on the construction of the 45-apartment building, situated on Tumanyan street, Stepanakert. The construction of the building is planned to be completed in 2006. Besides that, 20 million AMD was spent on the construction of the bombed buildings of deceased soldiers of Stepanakert. 10 houses were built in Akanaberd village of Shahumyan region, 28 million was spent in Askeran region, 17 million in Martuni, etc. The minister promised that the construction volumes will be expanded in the coming years. In the coming year it is planned to allot 200 million AMD from the State Budget to the construction, instead of 100 million AMD of the previous time. It is obvious that some part of the multi-floor buildings of the capital city need to be urgently restored. In regard to this, in 2005 construction was realized in three multi-floor buildings and two schools of the capital city. The construction of the new buildings of the National Assembly of Nagorno-Karabagh and the Government is underway. About 60 million was allotted to the renovation of certain buildings’ roofs.
While speaking about the process of construction the minister ensured that the whole process of construction is supervised by the ministry. “In order to provide quality it is forbidden to use the construction material that has been already used for the second time. Of course the costs are expensive; however, it is worth doing it in order to have quality. There are cases when we don’t like the work done on the building or when there are certain shortcomings. In those cases we have anticipated fines and penalties. At utmost, the organization that had been conducting construction may be deprived of license”, added Mr. Alaverdyan.
