The board of inter-state supervision recognized the rights of the 416 residents of the Kond district as the rights of old residents of Kond. This means that only 416 of the 1000 residents of Kond will have their property certificates recognized. According to Chief Adviser of the Yerevan municipality Grigor Melkumyan, the soviet city council had recognized the property certificates as illegal way back in 1952.
