Yesterday head of OSCE’s Yerevan branch Vladimir Priakhin said: “The RA authorities are to decide whether to invite observers to observe the referendum or not”. According to Mr. Priakhin OSCE is not responsible for observing referendums. He also said that they observe only nation-wide elections. “OSCE has never observed referendums. We didn’t observe the referendums of 1995 and 2003 either. Armenia invited OSCE observers to monitor the referendum of 2003, but they couldn’t come here due to some technical problems”, -said Mr. Priakhin.
