In Arabkir as in all of Armenia

On May 6, in district 4, Arabkir of Yerevan the government also used all the mechanisms of falsification like in all the other districts of Armenia. First, in that district the number of voters also added, who were brought from nearby communities and registered in district 4. In almost all precincts of the district there were so-called additional lists consisted of 10-80 names, which included the temporary registered citizens. In 4/33 precinct, for example, the proxy of the ANC candidate Aram Manukyan, named Zhasmen Alexanyan noticed in the morning that 26 people from the additional list have entered the precinct and voted in the morning. She found out that they are residents of Yeghvard. Let’s remember that the RPA candidate Artak Sargsyan, nicknamed “SAS Artak” running in district 4 is also from Yeghvard. Yeghvard is only 20-minutres far from Arabkir. And if these people had any other reason but to vote in Arabkir it would be no problem for them to arrive from Yeghrad in Yerevan. The proxies of the opposition tend to believe that Artak Sargsyan has temporality registered these citizens in district 4 to vote for him, of course after getting paid. As in all communities, here as well they were distributing wide-spread bribes both for proportional and majoritarian voting. In Arabkir, they were telling that by the end of the day Sargsyan increased the bribe amount up to 100 dollars. Everybody was also speaking that Sargsyan also used the employees of SAS supermarket for his campaign. A slightly different picture was in precinct 4/1, where the chair of the PEC Heghine Pograryan simply rebuked and expelled an aged voter from the precinct, who was complaining that 2 people are registered to his address but he doesn’t know them. Sargis Melkumyan, a resident of 16 Banavan 16 building of Kanaker HES wasn’t able to find his name in the voter registry when trying to vote. When he attempted to get explanation from the PEC chair, the latter pushed him out and demanded that he leaves the precinct and threatened to “slap” him. By the way, in the very same precinct the son of H. Pograryan – Harutyun Grigoryan was the proxy of RPA, who was constantly instructing his mother, the PEC members and part of the proxies. But we all know that the proxy doesn’t have the power to regulate or interfere the electoral process. He/she can only observe the process. During the E-day the proxies of Satik Seyranyan and A. Manukyan have noticed that the majoritarian ballots are being increased compared to the voted citizens. When they attempted to receive clarifications from the PEC chair the latter retracted the possibility of such discrepancy and refused to examine the remark. Later, he was doing some counting in the safe trying to clarify certain things. He told the commission members and the proxies that he was counting the number of ballot stubs. This is an activity that should be done after the voting process when the actual voted ballots are counted and compared with what’s left. Doing so during the voting process is a violation. The proxies of Manukyan and ANC have tried to write protocols but Ms. Pograryan refused to sign them. Ultimately, they decided to write a complaint letter and submit to the TEC. Of course, these are just minor violations compared to what’s been happening outside the polling stations by the RPA candidate and the ruling party. Here, as well, minibuses were taken out from fixed-line routes and were serving to transport voters to polling stations. Of course, during that or maybe a little earlier, election bribes were distributed.
