Yesterday president Serzh Sargsyan answered the opposition’s offer for dialogue. In a massive answer the president in fact did not refuse the offer generally but refused the dialogue and negotiations with the format the ANC has proposed. By the way, it is done in a manner that it can be accepted both as agreement and as refusal. The president repeated the announcements made by different representatives of the RPA and added the following: “If the ANC is really ready for dialogue instead of the negotiation format that is unacceptable and is really ready to dialogue on important state issues such as the country’s development, foreign and domestic affairs, and if they are ready to do it with the help of specially designed people, the coalition powers are ready to sit with them at the same table.” This statement may enable the ANC to leave the door of dialogue half-open for some time. The ANC does not think that this announcement on pat of Sargsyan is refusal. They have announced that the announcement contains some unclear things and the ANC will discuss it and will give the answer later. It is funny because everybody knows that such decisions are taken either by Ter-Petrosyan personally or in consultation of several people only. It means that the ANC does not accept Serzh Sargsyan’s refusal and expects his explanations (even the ANC representatives said this), which can be done either at a convenient time for the president or may not be done at all. By the way, serzh Sargsyan has also made several observations, which put the ANC in an inconvenient situation. First, he said that it is the authorities’ initiative to dialogue with the ANC. Also, the president talked about dialogue as a fact that has taken place already and as a current process in case when the ANC means negotiations with delegations only by the dialogue. However, the logic of the president’s answer to the proposal for dialogue reminds of an “honored deal”.
