Despite a majority support by the Socialists, as well as some communist representative and UMP senators, there were fears that the government may still block the adoption of the bill. To that end, a delegation from the Coordination Council of Armenian Organizations in France (CCAF) met president Nicolas Sarkozy. According to Radio Liberty, the French leader told CCAF representatives that the "government will leave the Senate free to decide its vote, without any instruction by the presidential majority."
