“People should not connect serious hope with the OSCE as an organizing which guarantees security in Europe. This institution has changed its profile long ago and is involved in democracy issues,” says the ARF faction head Vahan Hovhannisyan. According to him, the OSCE understands its incapability in the issue of security, which is its main function, is trying to do other things. “The OSCE is not able to figure out in its main mission because for this purpose this institution will have to objectively condemn the countries that contain risk,” said Vahan Hovhannisyan. He believes the only working format in the OSCE is the Minsk Group. “Of course sometimes there are problems connected with this format as well but at least it works,” said Vahan Hovhannisyan.
