In the PACE the representatives of a number of countries, including member of the Heritage faction Zarouhi Postanjyan, initiated a document on failure to fulfill the international requirements on part of Armenia. This document was posted in the PACE’s site yesterday, which reads that Armenia has failed to fulfill a number of responsibilities established by the Resolution 1609 dated 2008, including the failure to punish anyone for the death of ten people resulted from the unrest of March 1-2, opposition representatives continue to be in cells, the government failed to investigate the case of the illegal involvement of the army in the events of March 1-2. The document calls on the Armenian government to discover and punish the culprits of the death of those ten people, release the prisoners who have been arrested for political reasons and implement a transparent and reliable investigation of the case of involvement of the army in the events of March 1-2. Of course this fact will be discussed in different contexts in Armenia. The government will again blame Postanjyan for treason and showing the dirty sheets to others, and the opposition will say that they still hope it may support the solution of the problems in Armenia. In fact Postanjyan has not done anything wrong and the critics addressed at her will be for campaign purposes and propaganda, and if these actions can support the solution of democracy-related problems in Armenia, it will be great. Would anybody oppose to the fact that during the past years the PACE and other European institutions have paid attention to democracy issues in Armenia only in case when they want to solve geopolitical problems? Definitely this document will have the same destiny. However, the government of Armenia should not enjoy these negative relations as usually they do with their inaction but try to exclude the results which are used against Armenia. It is something that the government either cannot do or does not want to do.
