On Sunday in Munich the meeting of the presidents of Armenia and Azerbaijan took place. Being one of the regular ones it was different from the previous ones with certain details. First of all, the whole meeting proceeded in the background of the militaristic statements of Ilham Aliyev made prior to the meeting. Perhaps due to this reason the international media was very much focused on the Munich meeting. This was followed by the threat of Armenia relating to the possibility of recognizing the independence of Armenia. But in general, this meeting proceeded with “standard attributes” followed by optimistic and controversial statements of the co-chairs of the Minsk Group of the OSCE, the articles of analysts, propaganda and predictions… As a matter of fact there is a great possibility that this as well as the previous meetings of the presidents didn’t register any “progress,” “shift” or “change” and the co-chairs have only agreed upon the conduct of the next meeting. And when reviewed in this aspect of the NKR negotiations it is not hard to notice that these are great opportunities for the authorities to shift the attention of the society from the reality. Moreover, this relates to the authorities of both Armenia and Azerbaijan. There are many internal issues within the both countries. In both of the countries there are many social and democratic issues. Every single such meeting between the presidents of Armenia and Azerbaijan enables the two countries, the media and analysts shift the attention of the citizens to the platform of discussions on the NKR conflict resolution.
