One year ago Prime Minister Tigran Sargsyan expressed concerns about the money embezzlement in the sector of construction. He was so serious that it seemed that would exile anyone from the Armenian world who would dare to embezzle the construction money. However it turns out that the government is pretty humanistic and they have submitted a bill to the parliament, which will exclude money embezzlement in the sector of construction. The law on financing building construction will exclude the illegal embezzlement of money. This one page document writes that the government should have the right to select constructors and sponsor from the budget. However this draft law does not include any mechanisms of selection, for example a mechanism of organizing tender. It is only about the government to make the choice. The law writes that the government may provide financial support to companies exceeding an investment of one billion during the past three months, which means that any construction company may show a document to the parliament and prove that they have spent that money and the government provides financial support form the budget in create attractive and good conditions for the constructors as it is written in the draft law. We wander who are the ones who are constructing elite or high storey buildings in Armenia and generally in Yerevan. The beneficiaries are high ranked officials, MPs, ministers and oligarchs again. This law is going to be highly “useful” for the government and the prime minister may select a “beneficiary” any time during the government’s session or Q&A session.
