“In the tenure of the incumbent authorities Yerevan and the other parts of the country, alas, have to be a place for criminal disputes and conflicts. This government is not able to get rid of the criminal-oligarchic system which has been formed in Armenia. Even more, the incumbent government is the guarantee of this criminal-oligarchic power,” says Stepan Demirchyan, who is in the third place of the city council members’ proportional electoral list of the Armenian National Congress.
