Afyan provides certain service to Kocharyan

15/08/2008 Lilit SEYRANYAN

Assures the chairman of the Union of Political Scientists, coordinator of the roundtable on the examination of he events of March 1-2 Hmayak Hovhannisyan.

By the initiative of the Union of the Political Scientists 7 working groups were established. Each of those groups is occupied by examining a version related to the events of March 1-2. One of the working groups is occupied by examining the version, according to which the events were instigated by criminal elements. The members of the group already have the preliminary results of their actions and are planning to present those to the public by the beginning of September. According to Hovhannisyan this group has accumulated quite serious materials, which include video shots too, which they are going to show on big screen.

– Mr. Hovhannisyan, has the working group made new revelations?

– What do you mean by that? All the possible versions, goals and motives of that crime and also man slaughter were discussed by the roundtable. And it is naïve to expect certain sensation because it will be impossible to claim that this manslaughter was organized by some aliens. This is excluded. We examine all the possible versions including the possibility of murders committed by the bodyguards of the oligarchs. We found it expedient to delve into the last version and our next roundtable discussion is going to be aimed at that. There is going to be a slight difference though. We are taking into account the fact that the discontent and enrooted corruption that exists in the society caused the vents of March 1 and we believe that if these problems are not solved we will have more similar tragedies.

– While you are claiming that the organizer of the March 1 is known to you the deputy chief of police Alexander Afyan took the whole responsibility of March 1 on himself. He said, “I gave the order.” Have you discussed his confession at all? Or do you believe in his statement?

– Of course what Mr. Afyan said and later confirmed Hovhannes Tamamyan is not convincing. In order to make my words more clear let me go a little back to the past and remind you of certain things. Right after the tragedy of October 27 by his own initiative the Defense Minister of that time Vagharshak Harutyunyan blocked all the roads to the city. At that time he had to do that because the chairmen of the legislative and executive branches were murdered and the whole NA was taken as a hostage by the terrorists. In fact the terrorists occupied the National Assembly. Under these chiromancers the defense minister made the right decision on his own and blocked the roads to the city assuming that this may be a large-scale terrorist attack against our country. It means that his decision was a result of extreme situation. During that period the former President Kocharyan didn’t even manage to shave. And perhaps Harutyunyan wasn’t able to find Kocharyan urgently and made the decision on his own. But what did Kocharyan do to him? Kocharyan publicly condemned him and said that he didn’t have the decision to undertake any step on his own and without discussing it with the President. In that case how could possibly Afyan give an order to shoot at the people on his own? Do you find it serious and convincing? If Kocharyan didn’t forgive Harutyunyan for his decision to block the roads and fired him without any military titles how could he forgive Afyan for shooting at the innocent people? By knowing Kocharyan I can say that Afyan couldn’t possibly make this decision on his own and shoot at the people. It is the same thing to say that the Georgian peacekeepers opened fire at the residents of Ossetia and bombed Tsikhinvale on their own without the order of the Georgian President Sahakashvilli. Is it possible? Who would believe Sahahkashvili if he made one of the officers to announce that it was his own decision to shoot at the civilians? Of course nobody. It is clear that this order was issued by Sahakashvili.

– In your opinion why do you think Afyan takes the responsibility of this crime on him?

– How many cases do you know in our reality when for example the oligarch kills someone but his driver or body guard takes the responsibility of the crime? There are many cases like that.

– Don’t you think that these are different things and are not comparable to the events of March 1?

– No, those are not similar things. In our reality we have numerous cases when oligarchs are killing people and instead of them their bodyguards go to prison.

– Are you trying to say that Afyan may go to prison now by taking the whole responsibility on himself?

– Afyan decided to take this responsibility on himself thus offering his service to Kocharyan. I am repeating once again. This case is similar to the ones, when he bodyguards take the responsibility to save their bosses. In fact both the statement of Afyan and the fact that the NA ad hoc is discussing that version are ridiculous and tragic. Such orders are beyond the authority weight of Afyan. Those are political decisions. And such decisions are made directly by the political elite and in this case personally by the commander-in-chief. It is simple that it is not Afyan, who gave the order to shoot at the people (even if he did the police wouldn’t obey). Instead the order was issued by the president. By the way, Kocharyan doesn’t even hide his copyright of doing that by stating that the decision was fully substantiated because according to him the protesters also opened fire. However, so far there is no such proof.
