During the PACE session last week a provision was changed in PACE resolution 11656 concerning the A1+ TV company. This amendement was proposed by the Armenian delegation. According to this amendment, the Armenian authorities “shall provide airing right to A1+ immadiately.” However, this provision was changed in the final version as the following: “…shall immediately provide a process of issuing free and transparent license.” Does this definition in the resolution mean that such competitions have not been organized in transparent and free conditions so far? In answer to this question the head of the Armenian delegation to the PACE David Harutyunyan said that in fact they confessed that the competition in participation with the A1+ in 2002 was not free and transparent. “I don’t agree with the allegation that the competitions have not been free and transparent, excluding the competition mentioned in the court resolution of the European human rights court. Anyway the requirement of the political body is quite reasonable, according to which competition should be organized not only in open, transparent and effective conditions but they also should make sure that they really are free and transparent. We should make sure that people have the same impression as well.” According to him this provision on A1+ enables the TV company to participatre in other competitions in the future and win as well. Answering a question proposed by a correspondent from the A1+ whether the TV company really has an opportunity to win Davit Harutyunyan said, “Yes, of course it has.” The journalist asked, “In the same manner as during the last six years?” “No, not like during the last six years. This is what the PACE resolution is about,” said Davit Harutyunyan.
