Who is guilty?

“The president of the country said on TV that three people had died because the technical means used had been old. Shouldn’t the human rights defendant ask who is guilty in the fact that old things have been used and as a result of that three people have died? I think that while there are no answers to these questions the environment of intolerance and rumors will become bigger and deeper in the society,” said ombudsman of Armenia Armen Harutyunyan during a round table organized by the politicians’ union.
