What shall the RA government and opposition have a dialog on, which the representatives of the government and the international community have been claiming all the time? Or where is the opposition, which the government would communicate with? Who shall they negotiate with if the most part of the oppositionists are in prison now?
Yesterday at the Hayeli Club political scientists Alexander Iskandaryan and Aghasi Yenokyan were speaking about these topics. Both of the spokesmen mentioned that the government must negotiate with the opposition and accept compromises from the first president Levon Ter-Petrosyan and 350000 of his supporters. Moreover, they think that the number of Ter-Petrosyan’s supporters is higher because the chairman of the Legal State party Artur Baghdasaryan betrayed his supporters when he joined the governmental coalition. According to Iskandaryan if there is some material to negotiate with other opposition forces then as of Ter-Petrosyan there is no way to negotiate with him because he is saying that he is the only one to lead the country and become a president. “It is impossible to offer a position to Ter-Petrosyan, which would suffice him because he had all the opportunities of becoming a president. And Serzh Sargsyan wouldn’t like to present the president’s post to Ter-Petrosyan. So what should be offered to Ter-Petrosyan to convince him to stop the movement?” asked Iskandaryan by adding that at present a crisis situation is created in the country, which needs to be urgently overcome. According to Aghasi Yenokyan the topic of a dialog may be the legitimacy of the government. In the words of the political scientist no circle of government in our country has any chance of legitimacy at present. Yenokyan doesn’t believe that the government will hold new elections and thinks that the only way of overcoming this deadlock is the creation of a transition body. According to Yenokyan free and fair elections are necessary to recover the trust of people. In the words of the spokesmen if Sargsyan is allowed to form a government then the next elections will be held similarly and it will be no way provide a constitutional mechanism of changing the government, “It is extremely necessary for our country,” is sure the political scientist. Will the quadrilateral coalition be able to solve the political crisis in the country? In Yenokyan’s opinion the new coalition may even originate issues within the government. “The environment of Sargsyan beat people during elections, stuffed ballots and made violations so that to have certain governmental positions. But at present he sees that these officials, who beat innocent people disobey him. The deficit of positions may tense the internal environment of he government,” said Yenokyan. In Iskandaryan’s opinion even if Ter-Petrosyan joins the government it will be impossible to restore the trust issue of the government. In the opinion of the spokesman part of the people, those who have voted for the first president merely voted against the incumbent government. If the first president enters the coalition he will also lose the trust and credo of his voters. “During the presidential campaign none of the presidential candidates has presented a concrete program of amendments. They came up with slogans and that’s why this issue is out for me. If Ter-Petrosyan became a president we would see how he governs. We will be able to see how Sargsyan manages the country only after his inauguration,” said Iskandaryan. Nevertheless, both of the spokesmen think that Ter-Petrosyan will not cease the movement because he hasn’t entered a long-run politics and is not going to wait till the next presidential elections. And the government is going to try to hinder him all the time and restrain the complaining. By the way, the incumbent president Robert Kocharyan was also offering him to wait till the next elections.
