On March 20 the government session approved the initiative to revise the law on local governments, which will be submitted to the NA in the near future. Article 84 was added by a new clause, according to which as defined by Article 108 of the RA Constitution till the completion of the process of adopting a law on Yerevan the heads of communities and Avaganis (Community Councils) will continue functioning. However, yesterday, as we found out from the website of the CIS by #677-A decision of the Mayor, dated 18.02.08 in Avan, Davtashen, Malatia-Sebastia and Nork Marash communities local government elections will be held by May 18 of the current year. Some of the heads of communities were verbally informed about this. Let us remember that the NA adopted the law on Yerevan by the first reading, according to which the mayor of Yerevan will hence be elected by the Avagani of Yerevan. It means that in the beginning elections of the Avagani of Yerevan, consisted of 65 members, must be held. Mayor should be elected among the Avagani members, who would receive the majority of votes. The first day of the elections of the Avagani members of Yerevan is defined by the RA Government decision, which can be conducted no earlier than July 8 of 2008 and no later than January 1 of 2009. However, recently it turned out that the election day was moved to the fall of 2009.
