Why were the water cannons used with delay?

Starting from the times when the international community declared the human life a high value, the power enforcement bodies of all countries started looking for effective mechanisms with minimum affect on the human life because in all countries always there are people who want to demonstrate their complaints and protest.

In order to be able to control the behavior of demonstrators and meanwhile not to damage their health the power enforcement bodies are using such weapons, which can stop active actions on the part of citizens without affecting their health seriously. Hand weapons, electric things and water cannons are used in all countries. Water cannons are very important to press down demonstrations. Water cannons are considered to be the most active tool to press down and disperse demonstrations. The water high pressure stream can reach a long distance and even harm seriously in close distance. Very often such water streams can serve as a “cold bath” to freeze the hot brains and passions. Neither barricades nor demonstrators can resist water cannons. Such high pressure water streams can throw people like a piece of paper in a radius of 100-150 meters. In some countries such water is used with color chemical things in order to distinguish the demonstrators and arrest them in the future according to the colors on their clothes. The water cannons can serve also like tanks and open a way for the policemen to follow it and do their job. It is also an established fact that if water cannons are used people usually leave the place of demonstrations easily. It can serve as a psychological weapon as well. In such cases people psychologically get afraid of the water and try to escape. No one, even the most active demonstrators, can stand against the water because they just can’t do it physically. If such water weapon is considered the most humanistic weapon, we wander why it was not used on the March 1 night. Alas, the water cannons were used later.

The Police spokesman Sayad Shirinyan has informed that the Police did not use water cannons during its operation with the demonstration near the Opera House on March 1 night. “No water cannons were used against the demonstrators. Such machines were not even brought to the Opera House area because the administration did not consider it necessary,” he said. Alas the operation for the purpose of searching for weapons with the demonstrators and confiscating such illegal weapons brought to scuffle resulting in blood, human losses and economic damages. On January 25 Sayad Shirinyan said answering to the questions of journalists that the Police has so many water cannons that can easily prevent any mass demonstrations. By the way, during the entire day on March 2 there were water cannons, which were not used; they used the water cannons later (in the places nearby the city municipality, Paronyan and Leo streets). Indeed they could use the water cannons in the beginning, which would be more effective with less loss.
