Yesterday the head of the taxation services at the RA government, Vahram Barseghyan said that as a result of inspection in 200 big shops in the country a big quantity of “Bjni” mineral water worth of AMD102 million was found, which was not supported by the corresponding documents.
According to Mr. Barseghyan, based on the explanations of market managers it turned out that more goods worth of 150 million did not have the relevant documented information either. To note, during the recent week several groups of people (either taxation or police officers) were visiting shops and calling on the owners of the shops to testimony that they had received big portions of “Bjni” mineral water without receipts. In fact, the taxation services have realized the promise president Kocharyan gave two days ago, according to which it would become clear how much “a supposed businessman” had deceived the state. According to Vahram Barseghyan, the taxation service does not inspect “Bjni” company only, but also “Arzni” and “Jermuk” companies. “Over 30.000 inspections have been conducted during these nine months and it is surprising why everyone is concentrated just at these companies,” he said and added that there was no sense to prevent the inspection and the only thing they could do was bringing a court case in case of any findings. By the way, besides Bjni there are other companies too, which have been imposed huge penalties. Mr. Barseghyan says that it is not the first time such inspection is conducted in this field. Several months ago they inspected the poultry-farms. The purpose of such inspection is to find out the problems in such fields and see what type of legal amendments should be proposed. He says that the Taxation service has the right to conduct complex inspection in companies once a year, dual inspection can be done by the order of the prime minister, and for the third time such inspection can be done based on the company’s proposal to be inspected. One of the reasons of such inspection was also the fact that very often the circulation of goods and money was done without the necessary supporting documents. Big companies deliver products to medium companies without supported documents, and the medium companies say that they have bought the goods from markets. The TSS head says that it is easier to squeeze the large companies to make them work with documents. There will be inspections in the fields of cement production, mining and construction. About 7 TV companies have been inspected too. “When the field is inspected fully, it becomes easier to inspect since the inspection of separate companies will not support the development of the field and unequal conditions will be created,” says Mr. Barseghyan and highlights that besides the inspection works they also organize discussions with businessmen. He also says that as a result of inspections conducted in poultry-farms the budget inflows have significantly grown. Meanwhile they have collected information about the problems in the field for the purpose of developing legal amendments in the future. The head of the Taxation services says that compared to 2006, this year the median growth of monthly social payments and budget inflows makes 8-10 billion dram.
