The mechanism of robbing “Nairit”

Nairit factory remains to be the tensest “spot” for certain Russian circles. This time we are publicizing one of the letters we received via e-mail, which is similarly troublesome for our society.

“Balloon investments”

Recently, in Armenia, they have spoken a lot about investments, which are going to be dropping on Nairit like “golden eagles”. It’s been over ten years that we have lived with the hope of those investments being made. But the clouds over Nairit get darker and darker by the day. It’s necessary to raise the salaries of the Nairit staff and improve their social condition right now, because in the not distant past the factory was in a critically difficult situation. The production of chlorine has been in an extremely bad state. Around the world, such factories were made to move from densely populated areas. The EU has a program of banning chlorine production in the territory of the EU by 2012. Even in the ecological aspect, such factories as Bayer and Dupont, which are ecologically protected, are constantly being criticized by the supervisorial bodies. All the major producers of the world spend a lot of money on ecological fees. When Interkauchuk invited experts from abroad to visit Nairit, they were shocked to see what conditions the Armenians workers are working in. According to the experts, the priority for the factory is to repair the workshop of chlorine production. In Armenia, the Armenian or old Russian method of supervision still exists, but in Russia this sector is highly controlled and supervised. However, the management of the factory doesn’t want to busy itself with providing normal specialists or equipment for the factory, because they wish to get rid of the factory and the problems it faces. The disaster that may take place any moment because of the worn out devices and equipment may strongly jeopardize the ecological situation of Armenia, and is equivalent to genocide. It’s not known what the money planned for the development of the chemical industry of Armenia was spent on. Tatyana Serpkova, who has participated in the projects of the development of the factory for over two years, and who has made much effort to prepare worthy specialists for Nairit and who really does care about the issues and problems of Nairit, expressed herself in a quite mild way when speaking about the actual robbery of the factory during her last interview to 168 Zham newspaper. However, we think that the Armenian people must know the names of the real “heroes”. All the financial schemes entering Nairit are strictly supervised by a small authorized group. From the Russian side, the group includes Sergey Kulikov, vice president of the CIS Intergovernmental Bank, and president of the same bank, Anatoly Turkadze. All the transactions of the Intergovernmental Bank are directed to receive personal profits, despite the fact that these people are statesmen of Russia, and so the bank and its money are the property of the people of CIS countries. Let’s just mention that the credited organizations of the bank belong to the family of Kulikov. The Armenian side includes the Armenian representative of the mentioned bank, Vahan Melkonyan. He’s a quite straightforward and pretentious person and is quite well known in Armenia for his previous huge debts. Shortly said, after the earthquake of 1988 he was involved in the reconstruction and rehabilitation project of Spitak. The specialists claim that the construction materials and the equipment delivered by Melkonyan should have been enough for Armenian for 100 years. But all of us can see the actual situation. Thus these people have great experience in stealing state money.

“Big” present to the small “man”

In August 2006 a certain Raynoville Property LTD applied to the CIS Intergovernmental Bank to receive 70-million in USD credit to buy the Nairit Factory. This is the official information about this transaction. As we already know, at the moment of signing the contract the founding capital of that organization was 20 thousand pound sterling, which belonged to Vahan Melkonyan’s offshore “Otford Marketing” organization. At that moment, the director of Raynoville Property LTD was a French citizen Andre Narsisyan, who’s an old friend of Melkonyan. At the beginning, Raynoville Property LTD had some preliminary agreements with buyers from some Western companies who wished to buy chlorine-pren rubber, so that they would have participation in the stock sharing of Nairit and take certain responsibility for the loan taken from the Intergovernmental Bank, and also make investments in the factory. However, at the last moment, the greediness of the chinovniks of the Intergovernmental Bank prevented all the preliminary agreements. The intention of the chinovniks was quite simple: to buy and sell the factory.

It’s worth saying a few words about the crediting of the factory. It’s interesting to know how the Intergovernmental Bank gave loans to the factory, which had nothing and received credit at the expense of the mortgage of the actives of the factory. It’s an absurd situation. In the event of the sale of the Nairit stocks on the part of Raynoville Property LTD, no one can make it pay Nairit’s debts. The entire 70 million USD was given for the purchase of the factory, and nothing was given to the factory, which resulted in imposing this huge debt on the “shoulders” of the factory.

The credit program of Nairit was signed by Kulikov’s brother’s wife Natalya Blagova. According to the law, after the death of the person who has given authorization, the latter is considered invalid. This year, after Narsisyan’s death, this authorization, which is not legally binding, has been actively used during the transaction of Raynoville Property LTD. As we know, Narsisyan’s son arrived in Armenia this week. He has been introduced by Melkonyan to the government of Armenia and the staff of the factory as the new owner of the factory. In this case, a question arises. Can the director of the factory inherit his position? Perhaps this is possible in some “banana country” but the civilized world doesn’t have such a practice. Does Narsisyan’s son realize what kind of present he is receiving from Uncle Vahan? That is, the 70 million USD debt to the Intergovernmental Bank, other debts to some other banks, and obligations to the factory’s activities, which have been mortgaged by Uncle Vahan several times. Will the EU tax services and other authorized bodies not ask Narsisyan’s son about the sources of his inheritance? So this is it – Big “present” to the “small” man.

P.S. Our information tells that the actual debt of Nairit factory has actually been increased by another 10 million USD, reaching 80 million USD. According to the management of the factory, the factory operates with losses. In this case, a question arises. How are the salaries of the staff going to be raised by 25%?
