Is it only the “horseshoe” from now on?

14/06/2007

The Constitutional Court of Armenia, which is known for approving decisions by the logic of “both the horseshoe and the nail” [“saying one thing, doing the other”], outdid itself Sunday and this time only hit the horseshoe (or only the nail, if you wish). On Sunday, as expected, the Constitutional Court denied the application of the “Impeachment” alliance, “New Times”, “Republic” and “Legal State” parties, and did not change the decision of the Central Electoral Commission approved on May 19 concerning deputies elected under the proportional electoral system. Based on another point of the court’s decision, the material having to do with the reforms made in the recordings of the commissions of many polling stations will be sent to the Prosecutor General’s office for additional examination. The court has recorded that during the May 12 parliamentary elections, there were violations but they couldn’t have had an impact on the election results. Gagik Harutyunyan, President of the CC, stressed that despite the reforms of the Electoral Code, there are certain flaws in the code that impede issues concerning the defense of the electoral right. The international observers have recorded some of the violations stated by the CC president in their mid-term reports. Members of the court and those gathered have followed up on the publication of the 47 -page decision of the Constitutional Court. Nobody from the applicant side was present. Those present from the defendants’ side were CEC representatives, headed by CEC president Garegin Azaryan, newly appointed Justice Minister Gevorg Danielyan, as well as well-known president of the well-known National Committee on Television and Radio Grigor Amalyan.
