It turns out that the section on the Nagorno-Karabakh conflict in the U.S. State Department report is the perception of a certain person who wrote it and is not the U.S. position on the conflict. At least this is what Minister of Foreign Affairs of Armenia Vardan Oskanyan announced. Those Americans are really amazing; they assign a certain person to write a text for the annual report and instead of presenting the U.S. State Department’s position, he goes ahead and presents his own. It’s a good thing the person registering the report did not add his “perceptions” to the document. We Armenians tend to turn a small thing into a big deal. We hope that this kind of unserious behavior towards the U.S. State Department is just a “perception” of Mr. Oskanyan and does not reflect the official position of Armenia.
