Far in the Ancient Rome the law defined a limit for wealth in order to be eligible to participate in elections, which meant that only rich people could be elected. The Romans understood that the intellect did not depend on the wealth. The goal of that law was the following: only those people could be rich, who were close to the Caesar and thus the mentioned limitation was the best way to have a conformable Senate. In fact, by putting such frames on the pre-election campaign TV broadcasting hours the Armenian government is doing the same. There is only one difference; if the oppositional parties have anything to say they may express their ideas clearly during the given 60 minutes. The problem is to have anything to say.
