Armenia doesn’t have a hymn

It is two days that Armenia does not have a hymn. The problem is the fact that according to the new Constitution of Republic of Armenia (Article 117, Point 2) that entered in force on December 5, 2005, after the Constitutions enters in force the national Assembly should adopt a hymn within one year. As for that period, the old hymn will be used until the adoption of a new one. Нow that time limit has finished, nevertheless the parliament has not adopted a new hymn.

We wander what they will play tonight instead of the hymn when closing the parliamentary session. Yesterday Tigran Torosyan answered to this question and said, “We will see what will happen after the session is closed. We still have time”. It seems that the parliamentarians don’t care about this satiation and don’t want to solve the problem. Anyhow, neither the majority nor the parliamentary opposition want to take the responsibility to call a special session to discuss the issue of the hymn. The oppositionists say that they can’t provide the necessary number of votes to call a special session. The speaker thinks that this is foolish. “It is foolish because I think that people should not think that they can’t undertake issues and the others will not agree to sign the documents they may propose. I don’t understand this approach. Do they think that the representatives of the parliamentarian majority will not sign the documents they may propose?” said Tigran Torosyan. We wander why the parliamentarian majority don’t call a special session if the opposition is not active. “Am I the only one that has to answer to all the questions that people are interested in?” answered the speaker. The latter thinks that by not adopting a new hymn the Constitution has not been violated. Concerning this fact Torosyan says that the Constitution writes that during the mentioned period the old hymn is still used, but it doesn’t write any provisions stating the responsibilities after this term is finished, i.e. it has to be regulated by law. “It hasn’t been adopted yet and I regret to state that we will not have a legal hymn until adopting a relevant law” he stated. Concerning this issue Andranik Margaryan said, “From the legal point we will not have a hymn during several days, however it will not have any influence on our state in practice”. “We will try to call a special session to discuss that issue” the prime minister said.
