In the beginning of his speech the chairman of the “New Times” Party, Aram Karapetyan, mentioned that the members of the Anti-criminal movement have a significant number of documents and from now on they are going to speak only based on actual facts. This time the presented document was directed against the RA Police and in particular Armenia’s chief of Police, colonel-general of Police, Hayk Harutyunyan. The “New Times” Party chairman read out loud few of the RA Police decrees. First was signed on April 8, 2004, which followed the incidents in Gyumri, when during the rally of the opposition, eggs were thrown on the participants. According to that order/decree the RA Chief of Police has granted award to the heads of Police of Shirak marz and Gyumri city for their good work. The awards were different – weapons, medals, certificate of gratitude, 30,000 AMD, etc. Next decree of Harutyunyan, dated after the April 12-13, 2004 incidents. It was signed on April 15. According to that decree the policemen, who were able “to appease the misdemeanors perpetrated on those days”, were awarded by 20.000 AMD each (due to non-budgetary sources).
According to April 22 decree of the same year a number of policemen were awarded with medals and other presents for their “excellent work”. The names of the awardees, which were at Karapetyan’s hand, were a several list long documents. According to the documents brought by Karapetyan, one of the other methods of stimulating policemen was the cancellation of the discipline penalty sooner than required. The list of awardees had names of dozens of policemen – Ararat Mahtesyan, Grigor Grigoryan, Ashot Giziryan and others. “Thus if we want to the policemen to live well we must organize rallies more often, so that they beat us and receive money, weapons and medals,” said Karapetyan.
He also mentioned how he acquired the above-mentioned documents. Six days ago somebody called him and informed the location of those documents. Karapetyan’s responded by joking, “Is it not a bomb.” “It’s is a political bomb,” was heard the answer. “If all this is true there is a group of policeman, who are fed up with the existing order and want justice,” said Karapetyan. According to him these documents are only a part of what he has.
