Armenia has agreed

Russian co-chairman of OSCE MG Youri Merzlyakov said that president of Armenia Robert Kocharyan has agreed to have a meeting with Azeri president Aliev, which definitely will take place on November 28 in Minsk. According to “Azatutyun”, Yuri Merzlyakov said that his meetings with President Kocharyan and Foreign Affairs Minister Vardan Oskanyan were “effective”. “We have to also ask that from Azerbaijan in spite of the fact that the Azeri foreign affairs minister has already spoken about it”, said the Russian co-chairman. He also said that the American co-chairmen, Matthew Bryza was going to meet with president of Karabakh Arkadi Ghukasyan in the U.S. “Generally we think that we are ending this year with a positive note” said Merzlyakov and added, “If the approaches of the parties stay the same, and we believe that we will be able to do that, we will enter 2007 with good prospective”. As for the French co-chairman, he said the following: “To settle such conflict means to build a wall of peace”. “We are trying to help the parties by putting stones on the wall, and if we are able to put more stones on the wall, it means that the process is positive” said Mr. Fasie and added that the wall is not strong enough yet to make a final peace contract. Concerning the frequent, critical announcements on the part of Azerbaijan, Yuri Merzlyakov said that there weren’t so many announcements from Azerbaijan recently. “We always think that such a “hot” oratory is not good for the settlement process, especially when those announcements are done on the threshold of important meetings or during very important processes” said the Russian co-chairman of the OSCE MG and added that there weren’t so many announcements as before. “Anyhow, we don’t see any danger, which would be an obstacle for ending 2006 with a third meeting of the presidents” he said. Bernard Fasie said that the co-chairmen believed that war can’t be a real opportunity to solve the conflict problem.
