Does Azerbaijan agree?

Recently, the foreign affairs minister of Azerbaijan, Elmar Mamediarov said the following:

“The main factors that we discussed during the previous negotiations are not out of our interests in the framework of a principle, according to which the conflict is to be settled by phases and based on international norms and regulations”. At the same time, he said that the international community thought that when speaking about international norms they mean the principle of territorial integrity as well. The foreign affairs minister of Armenia Vartan Oskanyan has said that Armenia is ready to continue the negotiations on the basis of the “circle agreement”. Governmental powers used to say that if Azerbaijan didn’t agree with the principles, it would mean that the agreement corresponded to the interests of Armenia more. We wonder what they will say now.
