“Communities are the first instances to be in direct contact with people and know very well about their problems. It will be wrong not to develop these instances and not make it democratic enough”, said Robert Kocharyan at his meeting with the president’s committee on local government issues. The president said that local government will be more effective if municipalities solve their own problems themselves fully and in parallel to their development they will be able to solve more problems directly connected with community citizens. According to the president, the main problem concerning this is the fact that in parallel to having developed and democratic municipal institutions the community councils’ institution is not developed and democratic enough.
