Aren’t historical violators punished?

We asked the head of the Republican parliamentary faction, Galust Sahakyan, whether anyone of the violators would be punished on the basis of the decision of the Constitutional court for making people leave their apartments on Buzand street by violating the law and the Constitution, to which he answered, “No, there is no need to punish anyone here because this is a state proceeding, which is mainly about historical events. I mean, it wrote about constructing the Northern avenue, etc.” He means that they could do everything, as well as violations, under the cover of “historical proceedings”.
