The representatives of the “Rule of Law” called these privatizations, which were done for very cheap prices, as violations on the part of the government and the “Republican” party, which are headed by Andranik Margaryan. The criticisms of the “Rule of Law” were very like the criticisms of oppositional “Justice” alliance and “National Unity” parties. The relations between the “Rule of Law” and “Republican” parties were so critical that even oppositionist Viktor Dallakyan petitioned them “Not to cross the limits of correct political behavior, much less, when the relationships between coalition members are not are not so good now”.
That day the “Rule of Law” and “Justice” alliance representatives were presenting the privatizations done on the part of the Government and called them as “criminal deals”. For example, “Orbita” shop, which was evaluated 3 billion dram was privatized for 116 million dram, several high story buildings on Koryun street, in one of which the central office of the “Rule of Law” was located, were privatized for only 45 million dram, etc. By the way, according to Viktor Dallakyan the last one was purchased by the minister of trade and economical development, Karen Chshmarityan. Later Viktor Dallakyan said that the “Rule of Law” and ARF were not responsible for that program because in that period they were not a part of the coalition, and reminded that “On December 3, 2003 they were against this report”.
Since the “Rule of Law” was against this program too, Viktor Dallakyan recommended four ways out of this situation. According to him, first, the “Rule of Law” can vote for this program and bear responsibility along with the other members of the coalition. Second, they may vote “no” and go out of the coalition. Third, they may vote “no”, but still stay in the coalition. Fourth, they may vote “no” and after that drop a vote of no confidence to the Government. When talking to journalists Mr. Dallakyan said that there was one more way out of that situation too, but it was physiologically impossible to carry out: “This time they hardly can both get pleasure and keep from losing their virginity”, said Viktor Dallakyan.
There are rumors flying that after this session these parties have come to an arrangement and agreed that they should not criticize each other and complicate things. However, the NA speaker, Arthur Baghdasaryan did not keep his promise and criticized republicans again in his final speech. “Were there such cases? Of course there were. Shouldn’t we speak about that? Of course we should, we should do that in order to keep them from doing that again in the future. We should struggle not to let such appearances take place. All these facts are written in the report of the NA, and I am going to send all these facts to the general prosecutor’s office to investigate because those who grabbed millions must be punished. And we shouldn’t criticize to harm each other, and no one can do me wrong for my will to do something good for Armenia”, said Arthur Baghdasaryan in anger. It may seem that Arthur Baghdasaryan and the “Rule of Law” are free of such violations. Concerning the criticisms the head of the parliamentary “Republican” party, Galust Sahakyan gave some advices. First, he said that if there were people who had any facts of legal violations, they could present those facts to police and general prosecutor’s bodies, and then added that it was absurd to believe tales. “They think that there is no coalition any more and the coalition powers will divide. We don’t have such problems. Don’t believe fair-tales”, said Galust Sahakyan.
Anyway, the parliament is going to vote for the mentioned Governmental program today. Yesterday Galust Sahakyan was doing his best to petition parliamentary groups to visit the session and vote. By the way, we may assume already how the parliamentary powers will vote. ARF representatives will vote for the program, but with some exceptions. The head of the ULP, Gurgen Arsenyan said that they would vote “no”. As for the oppositional “Justice” alliance and NU parties, they will not take part in the voting process. We were informed from representative of “Rule of Law” Mher Shageldyan, that their party was going to vote “no”. “The “Rule of Law” doesn’t agree with the privatization program of 2001-2003 and we will never agree with a process, which we have always criticized”, said Mher Shahgeldyan.
As for oppositionists, they say that it would be better for all powers that don’t agree with this program to boycott the election and make it fail. Otherwise, if they take part in the voting, they will provide the adequate number of votes (quorum) and thus will give an opportunity to the parliamentary majority to pass this program. Although yesterday Mr. Dallakyan said that it was impossible both to keep virginity and get pleasure, but what the “Rule of Law” is going to do, will contradict the dogma of Mr. Dallakyan.
