The board has monitored social activities in 26 territorial social agencies. The board has monitored only the 10.866 cases of social aid programs out of the existing 82.960 and they found shortcomings in 355 cases. As a result of their monitoring activities they found out that 9.620.000 dram had not been paid to the relevant aid recipients. The board took some actions in connections with these failures and recovered a part of the lost sum (4.062.500 dram). They registered more shortcomings in Lori, Shirak and Syunik Marzes. The head of the control and monitoring board, Vahan Barseghyan says that the reason for this is the bad financial situation of the citizens of those Marzes. Usually the violators are local government officials. Mr. Barseghyan connects this fact also with the local government elections of this year. In fact the local government bodies paid money from the budget as an electoral bribe. In this case they also have corruption risks, and Mr. Barseghyan says that in connection with this they cooperate with the National Security and Police Services and they inform them about all registered violations.
The board also monitored 8 social insurance territorial boards. They monitored 684 cases in these territorial centers out of the existing 94.246 and found about 50 shortcomings. Here the loss covered 652.306 dram and due to their efforts 153.955 dram has already been recovered. The board also registered shortcomings in 29 branches of “Haypost”. Most of these shortcomings were connected with the lack of passport details in the lists and signatures. The board also monitored the activities of 60 schools in Ajapnyak and Nor Nork communities of Yerevan, out of which they found 15 shortcomings. Particularly the school officials gave false documents to the parents of some children so they could get financial support (20.000 dram) from the government. According to Mr. Barseghyan some of these violations were by chance and the other ones were done purposely. The board also registeredfinancial violations in 15 schools. Those schools are as the following: “Kupalyan” school, the school after Veronika Gevorgyan, # 22, 50, 88, 118, 141, 143, 198, 131, 108, 155, 139, 191 and 195 schools. The board also informed the RA education and science ministry about these violations and shortcomings.
