In the economical field of Armenia everything that is happening is like an interesting play to watch. All good actions and steps to try to correct the situation turn to an amazing and absurd thing. These last years the state taxation committee publishes two very important lists: “List of the first 300 companies to pay taxes most” and “List of companies to declare 1 million or more losses”. Both lists are very interesting to read. I don’t mean economists. Everyone that can read seven-digit numbers will read these lists with pleasure. First of all I think it will be better for you to start reading these lists from the list of companies to pay taxes most, and then turn to the other one. When reading the names of companies that work with losses it will seem to you that you are still reading the first one. The information that you have about our economy will make you think so. But no, for instance the nuclear power plant is always among the first 10 ones to paty much taxes. It fills the sixth place among the 300 companies to pay much tax. It even pays income tax. But they closed the year of 2004 with 4,2 billion loss. You can meet also “Yerevan wine-vodka-brandy factory” in these two lists. In one list you can read that it is the 182th company to pay much taxes, and in the other one you can read that their loss covered 134 million dram. You can see famous and big companies both in the list of the companies to pay taxes and in the list of the companies to have losses. Probably this is the miracle of Armenian economy. On the other hand the national statistics service publishes a 12,2 % mark of GDP development, but on the other hand people don’t feel this. The taxation committee publishes the lists of the most profitable and losing companies, but you see the same names in these both lists. For instance no one could even imagine that “ArmRusGazArd” company could both to be one of the companies to pay much taxes and at one time declare that their losses covered 6,5 billion dram. As well as you can see the name of “Masis Tobacco” in these two lists. But the losses of this company are less: 300 million dram.
The next amazing thing is that “Yerevan State University” (89th place) and “Petak” (90th place) market are close to each other in the first list. Even more, the State University paid more than one million dram taxes. As for Yerevan Architectural University (ex Polytechnic) has paid more than, for example, “Armenia Trade Hall” (more for eight million drams). You can also compare “Araks” and “Grand Candy” companies to Yerevan Pedagogic University and Yerevan State University in this list. For instance “Grand Candy” paid less taxes for 6 million dram than “Araks”, but both these two companies are more serious companies for our government to pay taxes than State Pedagogic University after Khachatour Abovyan, since they paid more than the university (relatively more for 11 and 5 million drams). But “Lusakert Bird Factory” makes advertisement more than “Grand Candy” and “Araks”, but pays less tax than the Pedagogic University (for ten million drams). You will remember one more thing when reading the lists. Do you remember “Teleplus”? This company still operates and fills the 160th place among the first tax-payers (for about 70 million drams). As for “Armenicum”, it is in the list of the companies that have losses. The losses of this company covered 1,3 billion dram last year. When reading you will also see that a big piec of the budget is provided by businesses. I mean educational, health care and the relevant companies. But you will be amazed to learn about the marks of separate and concrete taxes. For instance you will see that “ArmRusGazArd” that is the third in the first list has paid less income tax for 13 times than the factory of clear iron. It is difficult to explain why more of these companies except being involved in the lists of the first ones to pay taxes are also involved in the lists that have much loss. On the other hand we can say that they are involved in the second list because of not paying taxes. But this doesn’t concern the economical field and is very difficult to prove.
