On December 1, a phoned telegram was sent to the administrative and territorial police department branches of the Marzes, stating that on the same day, at around 12:45 p.m. in the Meghri section, two people crossed the Armenian-Iranian border, set foot on Armenian land and went in different directions. The telegram had warned the border-guards to be more aware when checking for passports and inform the nearest National Security Service if any suspicious people happen to be passing by the border without any documents.
