It turns out that the purpose of the candid tapings taped by the
president’s surveillance team was not to make the bad drivers drive
more carefully, but rather to work some money. Basically, instead of
paying the regular fee, the drivers have to pay exactly 250,000 drams.
The money is not charged at the police department, but rather at the
“Vahan” Fund foreseen for cases like these. Perhaps it would be better
to name the fund “Vahram”.
