National Assembly discussions on budget in Karabakh

Recently the National Assembly of Karabakh started to lead discussions on the budget of 2006. According to Karabakh’s Finance and Economy minister Spartak Tadevosyan, this budget doesn’t provide increase in salaries for state officials. The salaries of state employees will be increased by 40-50%.

The minister informed us that tax incomes will be increased in 2006. Answering to the question of MP, head of Karabakh businessmen’s union Samvel Hakobyan concerning the sources of tax income increase, the head of taxation body said that the basic sum of taxes would be increased by 800 million and they would get more than 250 million from penalties. Head of financial and budget commission, businessman Arayik Harutyunyan said that he hoped that this increase would be realized not by cutting off the business field activities, but by bringing them up to the legal field.

Mr. Tevosyan also informed us that in 2006 about 26 million dram would be given to some groups of people and about 6.500 citizens would get money in the framework of this program. They will give this money to people who are in some way connected to Christmas holiday and holidays of May 9 and September 2. Next year social aid will be increased by 1 billion dram. Next year the government of Karabakh will continue to implement its credit reimbursement program that has been implemented since 1998. They have reimbursed 900 million dram till now (25.000 dram instead of 1.000 soviet rubles). For your information it is worth to mention that till now they have given reimbursement to those people that were born in 1941 and as well as to families of people that were killed in the Karabakh war.

Mr. Tevosyan said that in 2006 they would give reimbursements to people that were born during the years of 1942-1946.
